I'd say no, if it has enough features to make it an "assault pistol":

Quote
"Assault pistol" means a semiautomatic pistol which accepts a detachable magazine and which has two or more of the following characteristics:

     (1)  An ammunition magazine which attaches to the pistol outside of the pistol grip;

     (2)  A threaded barrel capable of accepting a barrel extender, flash suppressor, forward hand grip, or silencer;

     (3)  A shroud which is attached to or partially or completely encircles the barrel and which permits the shooter to hold the firearm with the second hand without being burned;

     (4)  A manufactured weight of fifty ounces or more when the pistol is unloaded;

     (5)  A centerfire pistol with an overall length of twelve inches or more; or

     (6)  It is a semiautomatic version of an automatic firearm;

but does not include a firearm with a barrel sixteen or more inches in length, an antique pistol as defined in this section or a curio or relic as those terms are used in 18 United States Code §921(16) or 27 Code of Federal Regulations 178.11.

Yeah I have one but it is on the mainland.  This is my son shooting mine over the holidays.  Loud is the best description for them.

Welded mags is the answer

I know welded mag was a must, but I was worried about other features that would still disqualify it.

Do they sell bolts with no piston?

I was gonna say that I could just permanently remove the recoil spring to prevent it from cycling, but the spring also holds the dust cover in place

Well, looks like the AK pistol is a no go.

If two or more of these supply, it is disqualified:

plug the gas port on the barrel, this prevents the semi operation. thus making it 100% legal or you can weld the mag .

if it's not semi AND accepts a mag , non of the 6 subcategories matters.

I'm in luck; just found a stripped bolt carrier with no piston.

So just to clarify: If I have a bolt with no piston and a plugged gas port, I won't need to weld the mag? Have you actually done something like this and had it registered?

Would it be easier to block the gas port or weld the mag?

Another thing that is confusing me: If I have the intention to make it Hawaii legal, would this need to be done out of state, or can I make it Hawaii legal after receiving the pistol prior to registration?

correct, with the port blocked the piston will not cycle. thus it is a "bolt action" firearms.

yes I have a AR 15 pistol bolt action . the gas tube is not installed and the gas block is non fictional.

The firearm must be in legal configuration to import in to Hawaii or must in in parts (reciever only)  and assemble into a legal configuration.
