Registering homebuilt AR15

What are the rules governing registration of a homemade AR15? 

1. At what point do I need to register it?
2. Does the gun need to be completed or do I register just the lower receiver?
3. Is there a minimum/maximum barrel length?

1. It needs to be registered when it is legally a firearm. Anything machining past an 80% lower.
2. Only the lower needs to be registered.
3. Minimum is 16" for a rifle. No minimum on a pistol.
