I guess, not only must you get permission from the chief of police, you must also have permission from the AG?

I haven't read everything and not familiar with LEOSA, but it seems like the police department is not involved(except to register the firearm) and it's considered "shall issue" by the AG.  Though the wording on the webpage makes it appear that the HI AG is "allowing" you to have a CCW versus being "forced" to issue by Federal law.

Another thing to note on page 3 of the Guidlines is the phrase "Ammunition sold as “law enforcement only” cannot be possessed in Hawaii unless you are an authorized law enforcement officer."  I don't think this is in the HRS, so AG is making stuff up?  It refers to it as a felony under HRS 134-8 but it's not in there.

Sure requires a lot of forms to submit, 7 envelopes?  I submitted my Arizona CCW and I just sent in a brief 2 page application, fingerprint cards, and money order.

I can't imagine a retired LE wanting to CCW on vacation here on Hawaii going through all of that.  They would have to complete the class in Hawaii, do a medical eval, complete 5 forms, submit 2 copies of ID, 2 passport photos, HI registration and 6 or 7 envelopes.  And submit them in person.

That's what we believed about the Second Amendment of the United States Constitution: It'd be good in all 50 states... but Hawaii's "special".

It is for all of us who qualify, but when this enacted by the Federal Government back in 04 our AG who was Mark Bennett and his Deputy AG Chris Young who is still working. Setup the LEOSA guide lines / requirements for Hawaii and made it so it would discourage the people who could apply for the permit.
After you do all the paper work (which you have to submit every year when you reapply), you have to go and get an eye test & hearing test, which you have to do every 2 years, (good luck if you have Kaiser) the tests don't make any sense, you have no police powers and with any CCW permit on the mainland you don't have to do this BS !.
Then you have to submit 2 passport photos every year when you renew (with HPD you take a new ID photo every 5 or 7yrs don't remember now) then you pay $100. every year and have to qualify every year at the range with only 1 of the approved calibers, if you want to qualify with a second caliber you have to come back on another day.
And this permit is only good for 1 year, so by the time you do everything you almost have to start doing all over again because of the time it takes, which again is a bunch of BS!
So dream on if you think there is going to be any CCW in Hawaii in the near future, maybe in 10-15 years..lol   and will probably cost $100. year compared to other states were its $50 on average for 5 years.

It's almost as if all those legislators, executive branch members, judges, and law enforcement who "swore or affirmed" "to uphold the Constitution of the United States of America AND the constitution of the state of Hawaii" (BOTH read "the right of the people to keep and bear arms shall not be infringed") don't know what "bear arms" means. I suspect they know full well and simply choose to violate their sworn oath of office. I have the slimmest of slim hope that someday they get what they deserve.

What's going to change around here in 10-15 years that would incline the statist tyrants to allow people to exercise their right to bear arms?

I think CCW will happen in Hawaii through a federal law granting reciprocity to all states within 5 years, if a repub gets the presidency.  Most states have CCW and the movement is towards CCW/2a  nationwide, but there is a patchwork of different requirements and reciprocity between states which a federal law can fix.
