Petition to improve KHSC

I don't have any idea how to do this stuff, but I figured I'd at least take a shot.

Started a petition at Change.org to improve Kokohead.

Comments on how this won't work are welcome as long as you sign the petition before commenting.
If you don't sign the petition then you're part of the problem and your comments should go in a different thread.

Even if you don't post on the forum or are just a lurker please sign the petition.
We should get over 2000 signatures as we have over 3000 members and way more lurkers and by word of mouth.

If someone knows a better way to do an online petition please advise or take the wheel as I'm flying by the seat of my pants.
We need to get the Mayor and City Council to stop ignoring us and we should have the numbers.

Yeah we need everything ready.
The other thread about the review of Kokohead had some great stuff on it.

I'm just pushing the ball down the hill to get it rolling.

If anyone thinks this is a bad idea please speak up also.
(Bad idea as in could backfire, not idea that won't succeed)

This petition and the suggestions should include shotgunners, action bay guys, rifle range and pistol guys, heck even archery folk.
It's all inclusive.

I got a possible lead on additional funding by the State DLNR/Feds.  That fund where the ammo/firearm tax money goes into for hunting and conversation programs.  Maybe able to tap into that though not sure if it would affect the BI range project.   And Dale said the annual usage for Koko Head is 75,000 users.  If we charged everyone a $10 fee, then that's $750,000 a year that can go towards improvements and maintenance.  One safety problem that is not being funded is the continuous maintenance of the berms which are supposed to be covered with 12" of dirt to avoid riccochets.  Dale said the requests goes in for the work, but nothing gets done.

Dont agree with a usage fee. No accountablility by the City. Theyll just raid it and perhaps use it against the 2a community. Look at all the stupid anti 2a bills. Theres no convincing the legislators that despite all these background checks and procedures we are more honest and law abiding than the Big Island mayor.

I'll look into the funding sources, contact the various organizations & businesses for comments & to help, put together the flyers, and come up with a chart on suggested improvements.

Need volunteers and persons in charge for:
Outreach community - get together volunteer teams to go through the range on the weekends with tablets and have people sign the petition. 
Outreach organizations - coordinate for other clubs (puuloa, schofield rod and gun, hunters ed, etc) to organize petition signings.  Also get businesses on board (OGC, Sports Authority, etc)
Marketing - Social media, newsletters, news, etc.
Legislative - talking to the politicians, government agencies, neighborhood boards

I wouldn't feel comfortable with C&C collecting a fee from us either. Even if it were placed in a "Special Fund" they would just figure out a way to raid it for some other BS project or shortfall. This reminds me of the fight that the "Friends of Haunama Bay" had to undergo to get maintenance and repairs done to the facilities there. The bay is packed virtually every day of the year and there is a fee charged to tourists. The amounts surely exceed what we could expect to collect at the range, yet they couldn't manage to keep the A/C functional or the lighting for the facility in working order, among other problems. For 2 years I listened to the leadership of that group complain about the lack of response to their concerns at the HKNB meetings.

I need suggestions on ways to bring in income.  Could be a backup plan if the City does not provide additional funding for improvements and future maintenance.  Stuff like a proshop and concessions will provide a bit, but wouldn't be enough.

Allow some private enterprise -- it would bring in more tax revenues than where it's at now.

Not to beat a dead horse, but...

HRA flew an NRA range consultant in RECENTLY.  Submitted the report to the then-recent mayor and then-brand-new head of DLNR.  Good plans, created by a professional range designer.  And not all that different from the last time a professional range consultant was brought in, maybe 15 years back.  For the love of God, use the plans that professionals provided!  They exist!!! And, as has been pointed out in other threads, even the HK neighborhood board has access to them!

Should I request from C&C or can I ask Harvey for a copy? Getting them from C&C will no doubt be like pulling teeth.

Either Harvey or Greg should be able to facilitate.  Or ask Kevin for his, they're a bit more ambitious, including underground parking!  The point is, the wheel has been repeatedly invented, and invented well.

Thanks Tom, I'm being told that I'm "way" too ambitious! Nice to know that others have gone beyond what I see as bare minimum.
