Thanks Tom, I'm being told that I'm "way" too ambitious! Nice to know that others have gone beyond what I see as bare minimum.

I like ambition as it shows what is possible.  For many people, Koko Head is the only range they know of and are content with it, and think that is how it is everywhere.  It's like saying the 50th State Fair is the best amusement park when they've never been to Six Flags or Disneyland.  Going beyond opens people's eyes.  However we also have to balance it with being realistic in how will it be paid for and how do you convince other non-gunning tax payers to want to put money into something they don't use or agree with.  Solve those two problems and you can do anything.  For which ever side you are on rail, they proposed funding it with a GET increase, Fed funding, and partial commercialization.  They proposed benefits to the traffic and increased productivity then got it passed. 

I think those two problems could be solved with finding outside funds, concessions, and charging fees.  The nice ranges I've been to all charge fees.  If we convince other people that the money goes into safety through improvements and training, lead to  safer society, and could somehow bring in some kind of tourism revenue then we're good to go.

But underground parking?  That takes it to a whole new level.

Allow some private enterprise -- it would bring in more tax revenues than where it's at now.

I was thinking concession stands and a proshop.  Any other ideas?  Range rentals, tour companies, allow commercial businesses to offer classes?

Dont agree with a usage fee. No accountablility by the City. Theyll just raid it and perhaps use it against the 2a community. Look at all the stupid anti 2a bills. Theres no convincing the legislators that despite all these background checks and procedures we are more honest and law abiding than the Big Island mayor.

I wouldn't feel comfortable with C&C collecting a fee from us either. Even if it were placed in a "Special Fund" they would just figure out a way to raid it for some other BS project or shortfall. This reminds me of the fight that the "Friends of Haunama Bay" had to undergo to get maintenance and repairs done to the facilities there. The bay is packed virtually every day of the year and there is a fee charged to tourists. The amounts surely exceed what we could expect to collect at the range, yet they couldn't manage to keep the A/C functional or the lighting for the facility in working order, among other problems. For 2 years I listened to the leadership of that group complain about the lack of response to their concerns at the HKNB meetings.

Not only happened(s) with Hanama Bay.  The state imposed a trailer boat fee almost 20 years ago stating that the fee was to be used to improve the trailer launch ramps.  Started out at $10.00. Now it's $50. and no improvements to the boat ramps.  When I inquired about where the money was going I was told it goes into a general fund and they use it for whatever they need. It's taxation with misrepresentation.

In regards to accountability one doesn't need to look far... our police chief & prosecutor wife, UH, rail, HART, HGEA, HSTA, UPW, politicians, DOT with roads and airport, stadium, the list goes on and on.

Updates:

1.  We're at 215 signatures.  Not bad for 1 week but we need at least 2000 signatures.  10,000 would be great.  Have anyone that supports KHSC or that you took out to the range sign the petition...family, friends, co-workers, students, etc and share it on facebook.  There are 1,000 people using Koko Head each week.  If each person got 9 people to sign the petition then we'd get 10,000.
2.  There are various sources of government/grant funding for range improvements that we can draw on.  Thank you for your 11% ammo/firearm tax donations.
3.  Everyone I've talked to seems supportive so far.
4.  Flyers should be posted in most gun stores now.
5.  Working on coordination with HRA.
6.  I'm traveling to Clark County range to get some guidance from them.
7.  In other news the Hilo range is getting funded for improvements and research is being done for a Kauai range.

Suggestions for the range improvements so far include:
General - Concessions, paved roads, renovation/replace structures, classrooms/meeting space, chilled water fountains, long term maintenance, form a non-profit organization, proshop, lighting, landscaping, signage.
Bays - Shade, restrooms, add 3rd bay
Archery - Shade, new targets
Air Rifle - Air rifle range
Safety - baffles, maintain backstops, noise mitigation, initial safety briefing for new users.
Pistol - Add frame holes for <25yd targets, provide target frames
Rifle - Extend range, flatten firing line, provide target frames
Skeet/Trap - Replace building

It's going to be a long road, probably a 1 to 4 year project but I think this is the best time to do this, especially with the upcoming elections to add a little pressure.  The petition is just one piece of the pie as we also need work on the community and political support.  It's time to get the shooting community to come together  and get more volunteers to participate.

In all seriousness, thank you so much for doing this.  "Everybody complains about the weather, but nobody does anything to change it."  I think we shooters tend to look at the situation here like it's the weather: no point trying to do anything about it.  Kudos for trying to make a positive change!   :thumbsup:

Actually it is the only reason this time.  Doing the 4 hour drive from LA, and 4 hour drive back after the meeting.  Been to Vegas twice this year already so giving myself a break.  Eh maybe I'll try my luck for an hour or two since I'm there.  Was supposed to go to Front Sight for precision rifle class but had to cut my trip a bit short.

Please sign this petition if you haven't already.  I will be meeting with the mayors aide tomorrow and would like to have 300 signatures to show that we are working on this project.  Currently at 280.  Also I attached a draft of what improvements I think we need there.

It was a good session.  I met Mr Mulkem for the first time and exchanged ideas, and we are both on the same path.  He has been working on his own KHSC improvement petition for the past few years and has a lot of good ideas.  For the neighborhood board, it was pretty quick.  We presented some of our ideas and gave handouts to the board, mayors aide, and Sen Slom.  We want to pass the petition on to all of the other neighborhood boards on the island which will help spread the word.  To do so we are working on a resolution to bring before the board at next months meeting.  Once we get a petition then we would request a master plan be done.

Keep in mind this would be a large and expensive project, so the earliest anything would actually get done is about 2 years.  I'd guess 3 to 5 years.

Excellent Work Z!  Thank you so very much for moving this along.  Do you believe its beneficial to email Trevor Ozawa (district councilman for HK) I have been emailing him on my sentiments for the need to renovate KHSC.  He seemed interested, as I am also a constituent of his.  Would be more than glad to send him another email to help support the effort.

Do you think its possible when we sign the book as users at KHSC, that the RO's allow us to place the petition and have those who havent signed the petition as of date, sign the petition form. 

with the pistol, rifle, silhouette, action, etc areas, we would be able to capture a lot of signatures - shooters and visitor alike! 

well just a thought!
