Update.  The petition was closed by change.org, guess there's a one year expiration date on these things.  It hasn't moved much and I'm going to suspend work on it for a year.

I found that I have to improve my networking and knowledge of 2a organizations, the community, and politicians to be more effective in these pursuits.  Also build a solid foundation and active sense of volunteerism in the community.
