I'm guessing this changes nothing here maybe someone might know better.  Although most are calling this a net negative this part made me wonder if Suppressors would ever be legal here.

One of the good things to come out of 41F is the removal of the CLEO sign-off requirement for individual applicants, eliminating the ability of anti-NFA officials to arbitrarily bar Americans from owning items like suppressors and machine guns. Now individual applicants simply need to submit a notification to their local CLEO by way of sending them a copy of all pertinent documents.

While trust applicants were not required to obtain CLEO sign-off before, 41F mandates that they must notify their local CLEO of any manufacture or transfer of an NFA item. "

This new ruling could be a GOOD thing for Hawaii , and eliminates the CLEO Signature.  This would open the doors for (NFA) AOW and DD in Hawaii.

 " DOJ has revised the final rule to eliminate the requirement for a certification signed by a chief law enforcement officer (CLEO) and instead require CLEO notification."

Simply meaning (individual) can submit a ATF Form 1 ($200) to manufacture or transfer ($5)  an AOW or ($200)  DD in Hawaii without a CLEO signature..
