The only thing you need to engrave to forfil Hawaii's law is your rifle permit number, Can be anywhere and any size, just has to be on the lower.

Got a HRS # for that?  Not that I need the info, just never heard that before.  I gather other states, you do not need to do a thing if you keep it for yourself.

HRS 134-3 section B
"If the firearm has no serial number, the permit number shall be entered in the space provided for the serial number, and the permit number shall be engraved upon the receiver portion of the firearm prior to registration."

Hawaii law requires you to register all firearms and to register you need to have a serial number, WHY you would make an 80% lower to register i dont know its cheaper to buy an Anderson lower.

Because I wanted the challenge... like why hike Koko head you could run in place and burn the same amount of calories..... same reason I already have ar15 and some I built from stripped lowers.
Now on the serial number  business thank you

Armsinc - I have a buddy who lurks here but is not a member. He asked me to pass along his experience in dealing with HPD and a firearm without a serial number. Here is what he wrote:

"..although  HRS 134-3 section B says if there is no Ser # you must engrave the permit number   have the guy call HPD first.  They require you to engrave the REGISTRATION number not permit number.  They threatened to have my C&R revoked in part because I engraved my permit number on a Quackenbush .22 rifle.  They even noted on the registration for the Quackenbush : "Applicant engraved permit number on rifle instead of  registration number.  OK by Sgt. R. Jaeger...."  They  told me I had to call HPD first to get a registration number, engrave it, then bring it in for registration."

I hope this helps you.

I have called HPD previously and was told you must engrave your permit number from your rifle permit on the firearm,

The only time i could see this being diffrent would be perhaps with a pistol as you need a serial number to get a permit and would require the permit to give the required number.......

You can make up your own serial number .

You are the manufacture.

It does not even have to be in english.

Your thinking of a commercial manufacturer , You do not need a licence for non commercial/personal firearms.

That's for the purpose of business as an individual with no intention of sell for profit I can manufacturer a firearm talked to hpd and I can give it to my heirs when I pass away I can transfer it to some one else if I wanted to ( I don't) as long as I put the proper info on it I asked while I was at hpd .... the big part is I can't make a firearm with the intention of transferring it and / or make a profit.

Idk about the transfer part .All im saying you should check with HPD, ATF and local zoning reg.  You'll be suprise that how much isnt comucatted to the other parties.

The ATF does not regulate the manufacture of Title 1 firearms, for personnel use within the laws of  the GCA and NFA.
HRS only requires a processing fee of $10 for any "business" engaging in the sale or manufacture of firearms.
Personal firearms are not required to pay the 11% Federal Excise Tax (FET) to the ATF nor require a permit form the C&C.

If anyone can do reloading at home , anyone can manufacture a firearm at home.
Since the business of manufactured ammunition is regulated by the ATF with a FFL 06 with the 11% FET.
A  FFL01 or FFL07 is prohibited from manufacturing ammunition , it is for the sale and manufacture of Title 1 firearms.

HRS
134-31  License to sell and manufacture firearms; fee.  Any person desiring to engage in the business to sell and manufacture firearms for sale in the State either at wholesale or retail, shall annually file an application for a license therefor with the director of finance of each county of the State.  The annual fee for the issuance of such license shall be $10 and shall be payable to said director of finance.  A license issued hereunder shall expire on June 30 next following the date of issuance of the license unless sooner terminated.  Application for renewal of license shall be filed on or before June 30 of each year

To get one of these,  you need to fist have an FFL, you then need to get a zoning clearance from the city ($150  just to apply) even tho Honolul does not have any zoning requirements for firearms of ammo. Then they will allow you to apply for this licence, ALSO the licence is issued by the department of customer service and not the director of finance.
