Are these prebuild or post build even legal in hawaii?  :o
The only ism that has not failed me yet is skepticism.....

Legal, Just need to add a serial number (engraved ) for registration, Serial number can be anything you want.

serial numbers are not what the ATF calls it, they are officially called " unique identification marks"

27 CFR 478.92(a)(4)(i)

However,  this only pertains to licensed manufactures.
Since homebuilders  are not manufactures nor required to have  "unique marks", as stated by ATF.  A homebuilder can use any type of making as "he sees fits".
