Yeap , HPD only enforces their  own opinions (one certain  persons') , not even close to interpreting  State laws.

For raw aluminum receiver's look up electro etching.  Doesn't work through the anodizing unless you strip the area u want to etch. 
Super easy.
Hardest part was learning how to use the Cricut I borrowed to cut the stencil.  And use a old school battery charger.  New digital ones don't like to do this.

Not true hpd also in forces federal law the questionwith the 80 percentlower being transferable comes from federal regulations. However it is transferable per ATF. There are no state regulations on constructing your own firearm.

They enforce federal laws by choice, HPD has no obligation to enforce federal laws, no State or county agency does, this is easily demonstrated by sanctuary city's, where local and state agency's do not enforce federal imigration law. In fact the police are not obligated to enforce any law, they can and do have discretion  what state and county laws they enforce, as demonstrated by warnings given to people driving.
