Thank you for contacting me to express your concerns regarding control over Internet domain name functions. I noted your specific concerns about the Internet Corporation for Assigned Names and Numbers (ICANN).
The Internet has had a profound impact on our economy, culture, and democracy. Therefore, I have worked with my colleagues in the Senate to carefully monitor the proposed Internet Assigned Numbers Authority (IANA) transition and weighed-in with the National Telecommunications and Information Administration (NTIA) and the Internet Corporation for Assigned Names and Numbers (ICANN) to ensure the Internet remains a platform for commerce, the free-flow of information, and a growing array of services in Hawaii, the United States, and across the globe.
In legislation, letters, and hearings, I have called for robust accountability reforms to ICANN as a necessary pre-condition to any possible IANA transition. In fact, the widely supported, bi-partisan and bicameral Domain Openness Through Continued Oversight Matters Act of 2015 (H.R. 805/ S. 1551), which I co-authored with Senator Thune, insists upon a community-driven process that produces significant accountability reforms to ICANN.
As the ranking member of the Commerce Subcommittee on Communications, Technology, Innovation, and the Internet, I will keep your comments in mind as the subcommittee provides ongoing oversight of the transition. Mahalo again for contacting me.
