I used to ride a bike to work a lot before.  I encourage people to do so, but I wouldn't mandate having to build a shower.

In a past job, the office building I worked in had a gym, shower and lockers.  It was one of the best thing about working for that company to have a shower facility...  I biked to work and biked home.
