If a federal right to carry law was passed making any state permit valid in all 50 states, could an individual state somehow circumvent that law?  I know Hawaii politicians would certainly do their best to find some way out of honoring that.

One version years ago said any state with a CCW license had to recognize any other states CCW license. If that is how the law is worded then state legislators could change the law to eliminate our CCW license entirely. But if the federal law simply stated a state must recognize any other states CCW  then it would be harder circumvent. I cannot think of anything off the top of my head but I am sure the state could make some laws that would make it more difficult to CCW.

None of those four bills will do us any good.  They all state a permit would be valid in any state that does not prohibit CCW.  We need a bill that states any state permit shall be valid in all 50 states.  Three of those bills state a permit issued by their home state.  Even if the SCOTUS granted the right to carry for all states, our politicians will make it so difficult, expensive, etc so as to make it nearly impossible to get.

I bet it would be based on resident CCWs only.  That would still be good for us in that tourists and military would be carrying here and show the politicians that CCW is safe and is already occurring here.  More incentive to pass Hawaii CCW.

What we need is National CCW like LEOSA where the state is required to create a permitting program and issue CCWs.

If our politicians refuse to honor reciprocity, couldn't trump with hold rail funding? Well at least we got the sliver of hope. My fantasy is suppressors, worried about my hearing.

The current version of the Concealed Carry Reciprocity Act of 2015 that I read seemed to indicate that as long as a person had a photo-ID government issued concealed carry permit (doesn't have to be from your home state) then you could legally carry in any state provided that the state you wish to carry in "(A) has a statute that allows residents of the State to obtain licenses or permits to carry concealed firearms, or (B) does not prohibit the carrying of concealed firearms by residents of the State for lawful purposes" blah, blah, blah.  Just because Hawaii never issues permits doesn't disqualify this law to carry here because Hawaii DOES have a statute that has a permitting process (never mind that the police chiefs never issue any).  So, I suspect that to invalidate this Act if passed, the Legislature will change HRS so we are a "no issue" state, which then makes this Act powerless in Hawaii.  Only if it goes before SCOTUS and they rule that "keep and bear" means outside of the home as well as inside the home would a "no issue" law be unconstitutional.

I honestly believe it will take a ruling by SCOTUS to force Hawaii to give us our 2a rights, and even at that, it has to a strongly worded no wiggle room ruling.

H.R. 986 – Introduced by U.S. Representative Richard Hudson (R-N.C.), this bill would allow any person with a valid carry permit or license issued by a state to carry a concealed firearm in any other state that does not prohibit concealed carry.  This bill would also provide legal protection for law-abiding concealed carry permit holders against states that violate the intent of this bill.  This bill currently has 183 cosponsors.  Please contact your U.S. Representative at (202) 224-3121 and ask him or her to cosponsor and support H.R. 986.

Hawaii does not  "Prohibit" CCW so a valid CCW permit issued by a state woyld be valid here.  ;)

any State, other than the State of residence of the person, that—

“(1) has a statute under which residents of the State may apply for a license or permit to carry a concealed firearm; "

Possible Rock but questionable in Hawaii.
What does other than the State of residence mean ?
If we have a Utah permit we can carry in all States but Hawaii, where we reside ?

H.R. 402 reads the same.

allow any person with a valid carry permit or license issued by a state  (Utah is an issuing state) to carry a concealed firearm in any other state  that does not prohibit concealed carry. Hawaii does not prohibit  (by law))

If they get dropped from the NFA list, they're legal in Hawaii.

This is becoming more of a possibility now that Trump is president.

They should have a clause in the law that says if you voted for Killary or Johnson, you don't get to own suppressors.

For those that have gone thru the hoops here in Hawaii to get your non-res CCW permit.
Where did you go for fingerprints and from whom did you take your Weapon Familiarity Certification.

NO

If suppressor are dropped from the NFA. They will still be illegal in Hawaii. The NFA only establishes a TAX and application process.

However, non portable suppressor were always LEGAL in all 50 states.
