They should both step down.

Why hasn't the mayor and prosecutor put them on leave or suspended them?

At least Billy Kenoi was popular. The only reason I can think of that the Kealohas have lasted so long is that they must have some serious dirt on people.

Documents in the Silva case do not suggest Kealoha was involved in the alleged frame-up.

The mayor probably has to replace a certain number of people on the police commission. I don't think the mayor can replace the chief himself.

Hiring a lawyer.  The Chief and several officers were notified that they are likely to be indicted soon.  I wonder how big this will be.  I think this is just the first stage and once they start plea bargaining, we will find out many more officers were involved.

I wonder if this is why MAJ Robinson signed the permit denial letter to London?

"Whats next for the chief?"

Possible slap on the wrist followed by lengthy retirement collecting exorbitant pension footed by Hawaii taxpayers.

Just a wild guess, no crystal ball involved.

Maybe if it was state prison.  Hed be charged with federal crimes, which have minimum sentences and no parole..so he's not going to get off easy.  The federal prosecutors are putting a lot of effort into this case.

Kealoha doesn't have law enforcement powers and no badge, and he isn't retired.  I don't think he can do LEOSA.  I'm wondering if they granted him a civilian CCW to cover him now.  Would be interesting to do a Freedom of Information act request on CCW's issued in 2016 and find out that one was issued.

true,  I think he must turn in his service pistol too.

I'd bet he'll not carry at all or illegally carry. only those two options.

The GCA at 18 U.S.C. § 992(n) also makes it unlawful for any person under indictment for a crime punishable by imprisonment for a term exceeding one year to ship, transport, or receive firearms or ammunition.
