Not sure whats going on its circled a couple of  times now really low (i would say under 400ft)

They are that low because of HNL's class B airspace. There is a flight route over the H1 freeway for military helicopters. They could be waiting to get into class B holding per ATC instruction or surveying a landing zone.

It looks shitty in the photo but when he came over 1 block over from me he was lower then what my drone flys at, It took me a few seconds to get my phone out, At this point its probally 4-5 blocks past me in the opposite direction.
