Who else is in RAP BACK?
« on: January 14, 2017, 01:29:13 PM »
Does anybody know who else is in RAPBACK?
As I understand it, it is supposed to be used to monitor "people in positions of trust".

Wouldn't that be entire groups of people like police, politicians, teachers, bank employees, doctors, lawyers, etc.

Agreed, it's not meant to be used for this purpose. Now if we get arrested for tagging a subway in NY, the HPD can take our firearms away.

Primarily, states are using it to monitor people on probation, parole or registered sex offenders.  It is also used for school teachers, daycare center employees, and anyone deemed to be in positions of trust which require notification of arrests or encounters with LE.

If a registered sex offender (or school teacher) gets arrested in NV with an underage prostitute, the system would let HPD, employers (Dept of Ed) and any other subscribers know of the arrest.  Otherwise, it may never be reported locally.

No because it's not required by law,

It is very disturbing to me that people such as police and politicians are not monitored by RAPBACK.
It seems to me that those people need to be monitored more than ordinary firearms enthusiasts.
I am not in any position of trust. Few of us are.

HPD employees are entered into the rap back system, but I agree that politicians should be too.

What does "HPD employees" mean? Everybody from the Chief on down?
I have a lot of questions about that.
RB is pretty recent development.
Being as how HPD employees are definitely in a "position of trust", are all LEO retroactively "enrolled" for monitoring now?

I'll bet the answer is no.

To clarify I don't know if they are in it yet, but they are supposed to be entered. I believe it is only supposed to be sworn personnel not the civilian employees.

I thought I saw a section of the HRS (or something like that) that listed the people/positions that were to be entered into the system.  However, in that case you take the position knowing the requirement. Not for exercising a right.

Forgot to add that if rapback is for people employed in positions of trust, each firearm enrollee should be paid a minimum sum of $500/mo. by the state as payment for employment in rapback.  Given that, I might start this P/T job even though I'm retired.
