Senator Gabbard's "shall issue" CCW bill has been posted.
I appreciate Senator Gabbard introducing this bill at my request. I also appreciate him incorporating some of my suggested changes, including:
1. Changing the age from strictly 21 to 18 for military service personnel:
"(3) Is twenty-one years of age or older
or is eighteen years of age or older if a member of the United States military;"
and 2. Changing the cost from $100 to $25 (for three years), and renewal to $10.
The license is valid statewide, but only applies to concealed carry (no open carry provision). The bill is also very much more detailed than the Nishimoto bill, and includes penalties for violations, listed places prohibited to carry, etc. I believe those details might assauge the fears of some people that the CCW license is a license to create "the wild west".
