Must have proof of hunting license. Well, it's a start. At least it broaches the subject, though as written wouldn't allow even a hunter to use the suppressor at a range to dial in their rifle with the suppressor on it. People might want to call the sponsors and thank them and ask for modifications to allow range use.

This is the smart way to do it, there is no way the legislature would pass a general law allowing suppressors.  Most people think suppressors are only used by assassins and terrorists.  This law gets the foot in the door for hunters so legislators can see it's not a bad thing to have.  Then a few years down the road they could amend the law to allow anyone to have and use a suppressor.

This would decriminalize ownership/possession of suppressors in general.  Having a treaded barrel on a handgun that's coincidentally a similar caliber to your hunting firearm would presumably be legal.

We need to use padding when wording stuff so anti 2a reps don't vote against it.  So if we tell them the rifle shoots different when having a suppressor and we need range time to practice...

I submitted three separate testimonies earlier in the day using Firefox/Windows. The site signs me out automatically in a relatively short period of time though, so I have to sign in again by the time I get the next piece of testimony written and ready for submission. They don't want to make it too easy for us to express our bothersome views to them you know. And what's with the 72 hour notice of committee hearing, and thus 48 hour notice to submit testimony that will definitely make the 24 hour prior to  hearing cutoff? Seems like they should have to give at least a weeks notice.

The Chair and Vice Chair of this committee are co-sponsors of the bill, so I'm believing they will "guide" this bill through the committee hearing with some care and concern.  ;) (It will have to also be heard in the Judiciary committee, and there are some real, uh, "likely opponents" on that committee...). Still, the more testimony the better. At least ten (10) right? In a state with 1.4 million people...

On Friday, February 10, the House Water and Land Committee will hear House Bill 1589, sponsored by Representative Ryan Yamane (D-37).  This legislation would allow the use of sound suppressors while hunting in the state of Hawaii.

Currently, 40 states allow the use of suppressors while hunting.  Sound suppressors attached to firearms (less accurately called "silencers") are an additional tool available to help protect hearing, increase accuracy and safety, and reduce noise complaints by surrounding residents.  While suppressors do not eliminate the sound of a firearm, they do reduce the muzzle report of a firearm, reducing the risk hearing damage.  Additionally, suppressors help increase accuracy by reducing felt recoil and shot “flinch.”  Suppressors also help reduce noise complaints from neighbors, which are frequently used as an excuse to close hunting lands throughout the country.

I'm new to hunting and suppressors.  Do you need to use subsonic ammunition with rifle suppressors or will suppressors still lower the sound sufficiently with standard ammo to prevent hearing damage?

Lots of variables to consider before answering that.
