Range restrictions at KHSC are more about what neighbors don't want or are afraid of as opposed to what the users want. Yes, the range SOP states specific range operations, but much of the reality has changed over the years due to complaints or concerns of those who live in the area. Most of those concerns range from unfounded fear to downright false "observations". Like suspecting a round from a ricochet from steel that lands on a house 2 miles away and the projectile didn't have any signs of deformation.
On the other hand, as an RSO, I see many ranges that allow more "freedoms" as also dangerous. On the mainland, there are public ranges that don't have any RSOs on the firing line. On ranges that I've shot, many times target changes are left up to the group on that particular range. Not a big deal with there aren't that many people or the people on the range are safe, but there area always the bad apples. In that case, the bad apples actions range from loading guns while you're down range to going back to shooting while you're down range. While I wasn't down range when that happened, I've seen it happen. So sometimes rules aren't a bad thing and are often a function of the people who use the range. I'm all about more "freedom" to do what one wants, but like anything in life, that needs to be tempered with reality. That there will always be goobers and idiots that ruin things for everyone else.
I also have friends that find places in the boonies and shoot. One in WA has a sweet area where you can set up on one ridge and shoot across a valley to targets on the other side. Anywhere from 400-800+ yards. Really fun. Good vantage point and you can see people coming from far away, so no real danger. Then, you'll get clueless people who show up at the same "range" and are loading up their handguns and pointing the guns all over. Last thing you want to do is to get into a heated discussion in that kind of situation.
