Happening everywhere.  Cannibalizing of other aircraft for parts have been going on for a while.  Some are due to supply of parts for older aircraft just not made anymore.  Think most of the newer airframes, even helos, aren't as bad.  I do a lot of work in Guam and they have been revitalizing the B-52 and B-2s.  Not cheap work either though.

We need to start making new stuff.  Not some overly expensive junk that the new fighter jet is.  But cheaper new stuff.   If you keep fixing old stuff it doesn't ever get cheaper and all it does is break faster.

The part that scares me is the 2/3 part.

Some of that could be planned "redistribution" of roles and responsibilities as well.  Just BS'ing here, but see that in the planning levels a lot.  Changing of focus and priorities in spending due to nature of the threats.  Way beyond my pay grade.   :P

DOD need to watch the cheap stuff though.  In the 90's somehow soft metal (brass) fasteners painted black made it's way into the Navy supply system and caused a lot of big problems.   Also supply gurus were duped into buying cheaper different company bite type fittings claiming they were compatible with Swagelock.   They are many other instances.
Rebuilding will take time to do it right but we need to start today.
