HPD won't fingerprint for CCW (Read 8114 times)

Just giving you guys a heads up to save you from the HPD hokey pokey runaround.

Sent for an Arizona CCW application packet (free) online. Came in about a week. Standard stuff, application, instructions, two fingerprint cards. Straight from the HPD page (http://www.honolulupd.org/information/index.php?page=faq)
"Fingerprinting Requests. The Honolulu Police Department does not provide fingerprinting services to the general public. To find organizations that does this type of service, Google search fingerprinting services in Honolulu. If your request is law enforcement related i.e. a request for fingerprinting from another law enforcement agency, please contact the Records Division at (808) 723-3258."

Apparently the request from another states law enforcement agency is Not a request from a law enforcement agency. ??? Believe me, I tried. Third person I spoke with finally went to a "Sergeant" who said they will not do it. I only bring this up because a nice older couple behind me was there for the same thing, CCW fingerprinting for Florida. I guess Florida now stamps their fingerprint cards stating that ONLY a police station/officer can do the fingerprinting. HPD said to try  Hawaii Criminal Justice Data Center on  465 S. King Street (808) 587-3279. Gave em a call, they only do "limited electronic scans" and can't do ink and won't print cards. The older couple was $h out of luck, at least Arizona allows prints done privately. ($40 for two cards from Signing Hawaii, Inc. (808)348-1892) That plus a $60 cashiers check and postage puts the whole process at around $110.

Silly stuff like this only motivates me. I know it's not valid in Hawaii but I travel through the states a lot for work and want to CCW. Who knows maybe that reciprocity bill might gain some traction. Aloha!

You mean you expect us to believe that a law enforcement agency in Hawaii violates a clearly written law or policy? Well I never... oh, wait... no, actually, I have experienced the same thing on several occasions...  :geekdanc:

If you're traveling anyway ....

I paid $10 at the Nye County Sheriff Department after Front Sight training near Pahrump, NV, and they printed the forms for me.  Just mailed the fingerprints with my application and fee to FL and got the permit.

The Nye County Sheriff's Office has a regular stream of FS students coming in for the CC permits.  I was there less than 15 minutes to submit my application and got the license in the mail 17 days later.

Yep.  NV CCW was fast!  I wasn't leaving right away after training, so I went back the day after end of class to avoid people catching flights or driving home that night.  Sheriff already had my prints from FS.  I think they took an index for comparison to verify I was me, then used the Florida fingerprint cards to print my impressions onto it.  No ink rolling required.  They ask if you have any other states you need cards to apply for, too.  Very helpful department.

I applied for NV, FL and UT at the same time.  FL took the longest.

I'm wondering, with a new Chief and new police commission chairman, maybe this topic should be raised to the top of the chain of command? 

By refusing to cooperate with Florida's requirement to have a law enforcement agency do the fingerprinting, HPD is in effect denying Oahu residents their right to apply for a non-resident CCW from Florida. 

Whether they use ink or print the card using electronically stored fingerprints, they can easily fulfill this need and charge a small fee for the "service".

National reciprocity could end this problem, but I have a feeling it's not going to happen quickly.

Except that its been determined that you dont have the right to concealed carry And that states have a right to regulate firearms within the state, So even with a national reciprocation it would only apply to states that choose to acknowledge it.

Basically Hawaii can say, People from out of state wont be aware of our gun laws and as such they cant carry here without a Hawaii permit.

Until SCOTUS rules that we have the right to bear arms outside of out home there is nothing any law can do to force a state to allow CC or accept another states permit.

What if you send in the letter to Arizona absent the prints, then if they send you a letter asking for prints you take that official letter from a law enforcement agency and try to get printed? A lot of work but just a thought if nothing else worked.

Maui Police Dept did paper/ink fingerprint card for me. I believe it cost $25.  I got it for my VA non-resident CCW. Not sure if you'll find yourself on Maui anytime soon, but it's something to consider.

Also on Maui in the near future is another Utah non-resident CCW class. Call Central Maui Guns & Ammo to sign up or find out when the next class is.  The class includes a fingerprint card.
