Target Shooting on Public/State Land Legalities

I recently moved back to the island from TX, and I've trying to find more information about the legalities of target shooting out on public/state land. This is no slight to Kokohead, or any other range. I've found some informative threads on this forum regarding shooting on private land, but nothing specific to public/hunting lands.  I've also been looking through Oahu's outdoor recreation site, but it's clearly focuses on hunting. Would anyone have some insight or a link to some aditional information?

Best options for private target practice are laser trainers and air soft.  Make sure the air soft is indoors or can't travel beyond your property lines.
