California Dems kill ‘shall-issue’ concealed carry bill

It's "interesting" to me that even though California has several more restrictive laws than Hawaii at least a few politicians there are willing to sponsor legislation that they very likely know will not have a snowball's chance in hell of passing. Here we have another case of a woman (Republican) legislator introducing "shall issue" legislation. As far as I know, in Hawaii this year the "shall issue" bills were all introduced at the request of constituents, and no politician on their own sponsored a bill for shall issue. (Of course, the same could have happened with Rep. Melendez in California, but she seems to be an outspoken advocate of "civilian" carry.) California's legislature isn't nearly as one-sided as Hawaii's, their House is 55-25, and Senate 27-13 favoring Democrats. At least the bill got a hearing and vote in a committee, compared to here in Hawaii where, as far as I can tell, not only was no committee hearing ever scheduled for any of the bills, but no legislator even talked about the bills publicly at all. Basically they were just gestures of "good will" by several legislators toward their constituents who asked them to introduce such legislation.

The Assembly Public Safety Committee on Tuesday rejected legislation to reform California’s strict “may-issue” concealed carry licensing practices and make permits more obtainable.

The bill,  AB 757, aimed to amend state law to allow a desire for self-defense to be enough required “good cause” to obtain a permit. It failed 2-5 after a party-line vote.

The measure’s sponsor Assemblywoman Melissa Melendez, a Republican from Lake Elsinore, argued the legislation was needed to reign in some sheriffs and police chiefs who refuse to grant licenses for personal reasons.

“Today the Democrat majority spat in the face of the Constitution by killing this measure,” said Melendez in a statement. “The Constitution guarantees equal protection under the law, yet the current system we have for issuing CCWs in California is anything but equal. Rest assured, this fight for equality isn’t over.”

California is just one of eight states that still practice may-issue permitting for concealed carry licenses and one of just five that ban open carry. [Hawaii too!!  :shaka:]

All I can say is that CA will suffer the consequences of higher gun related crime.  :( :( :(

At least they issued 1 CCW in 2016, compared to ZERO in Hawaii.

Actually most California counties are "shall issue" for a "good cause" of "self-defense". However, those are mostly relatively rural counties (several of those counties have nearly 5% of the adult population as CCW licensees!), and 57% of the state adult population lives in either "virtual no issue" or "exceptional good cause required" (almost no issue to ordinary "civilians").

In a state to state total-adult-population comparison, California licenses .28% of the adult population, which would translate to the Hawaii adult population as 2,847 CCW licensees. See, it's not that bad! We're only 2,847 licenses behind being equivalent to one of the worst "may issue" states!

If you're a CA resident and have a concealed carry license, it's good for 2 years and valid in all CA counties.

If you live in one county and applied for CCW in another county to carry at work, it may only be valid in the issuing county.

I had a CA CCW from Orange County under Sheriff Mike Corona between 2006-2007. I ended up moving out of state. Per CA carry law, I called the Orange County Sheriff's Office of Professional Standards (the licensing department) to inform them that I had moved and that my permit was no longer valid. I asked if I needed to submit any paperwork and was informed I did not, and the official hung up without collecting any of my information. Odd? How would they know which permit to void? A couple months later I received a letter in the mail informing me that I had acquired my permit under invalid justifications, or some such language. Essentially, the new county sheriff had already been planning to revoke every single permit Sheriff Mike Corona had issued, so there you go. I was annoyed even though my permit was already de facto invalid due to my relocation to another state.  I jumped through all the hoops, went to all the expense, and put in all the effort to comply with all regulations, applications, and permitting procedures, with the cooperation and participation of the sheriff's office in Orange County, only to be accused later in a form letter by a different sheriff of essentially having bullshitted my way into receiving a permit... CA is like the YouTube badger... It don't give a f*#!!!!

I'd like National Open/Concealed Carry period. No reciprocity. End the State preemption BS. But that sadly is a topic for the SCOTUS
