Gun violence isn't cancer, it doesn't happen someone as a perpetrator beyond their control. . You choose to be violent with a gun so it isn't a risk of gun violence for the perpetrator.  People aren't at higher risk for committing violent crimes, they are in control in the vast majority of situations. Risk is not an element at play.
