This article says there have been four CCW licenses issued in Hawaii but minimal information is known about them.

Ever since ccw became legal in Hawaii, it’s more like a joke or false hope. I don’t get why they would legalize it and hardly issue any

There was one approved here in Honolulu circa 1980s to Thomas Magnum. His pistola was a 1911 and he lived in Waimanalo.

I heard a story that one of the permits was given to a guy whose car was shot up.  I think it was on Maui.

Have a hunch that he knew the right people to get the permit

He never carried it concealed, just the Mexican carry.

Pretty much open carry if you saw him from behind.

Tom Selleck is the NRA spokesman and was or is still on the board of directors.  He made a lot of contributions to the NRA and donated some of his personal firearms to them.

Very, so much so that obese Rosie O'Donuts ambushed him on some old TV show or something.

I emailed HPD and asked what her definition of "exceptional circumstance" is.  No response yet.

Nothing yet and it's been 1 week.  I also called her office and they said to call the firearms division.  I told them that the chief has the authority and not the firearms division.  They said still call them. So I called firearms and was told "no chief has approved it in the history of chiefs, so that will tell you what the next chief will do".

At least firearms division was honest.
