I'm looking into doing a clone/replica build using a 80% lower.

I did the research and I understand that it needs the info as per 27 CFR 478.92.(a)(1)(ii).

Will any other markings on the lower be a issue when registering with HPD?

Along with the pertinent info engraved, I wanted to replicate a Colt M16 lower, so it will have the logo and some other markings.

Other than speculations, have anyone tried or looked into this?

You can put what you want on it, their is no other requirements other then the serial number must be engraved on the firearm. You can go as eleabtate as you want.

You can have a full blown laser engraved 1/4 inch deep 1 inch high number and logo

OR

You can take a rusty nail and scratch a number 1 on the side.

CFR 478.92 only applies to firearms being sold.

I called HPD firearms division and tried to ask them about 80% lowers. They called it custom firearms registration. The rep had to grab some "notes" which didn't sound like an official policy, but more of what they go by and expect.

From what she stated, it sounded exactly like HRS 134-3(b). It only mentions the serial number having to be engraved, so I asked her if the other info needs to be engraved on the firearm and she said "that's what I just said."

What she stated pretty much says that HPD applies the ATF requirements for licensed manufacturers to individuals.

I asked about using Colt logos, and she mentioned it cannot replicate anything. I asked about using the statement "Property of US Govt." and she said it cannot replicate anything. I think she was getting annoyed by my questions.

if you copied the Colt logo wouldn't it be trademark infringement?

Scratch 1 one the receiver register it and then finish modifying it however you would like

My thoughts were, if I was advertising it as a legit Colt (or other branded) item and possibly trying to make a profit from it, then it would be of concern. As the end user, having it for my own personal use shouldn't raise concerns from the company.

Anyways, I changed my mind and found something else that I wanted to put on the lower.

Its doesn't  even have to be in english.
