Two church shootings (SC & TX), where both perps were allowed to buy guns even though the background check system should have prevented it.

I dont understand the proccess, the tx gov said he denied him a firearms permit. So how was he able to buy if the gov denied him?

I assume he was referring to a CCW permit.  Texas doesn't require permits for gun purchases.
