I think it is home made and missing a part.
I don't see any way to keep the cartridge/chamber from falling out

Shouldn't the threaded end of the silver part screw into the end of the longer part?

OK I figured it out.
The silver part is not threaded. Just grooves for gripping.
The conical section is to allow easier extraction of the fired shell.
The bbl/chamber silver part is held in place by a rubber o-ring.
The cotter pin keeps the cartridge away from the firing pin until ready to fire.

I think some of those are held by more than 1 o ring. 

alaska halibut fishing. they either use those bangsticks or 410/28ga single shot.  All I got to say is that you do not want a 150lb halibut in the boat with you that isn't already dead.  At least for that type of fishing, I think the shotgun might be more versatile, although I have seen misses from experienced boat guides due to the fish thrashing around

Back in the day I had a 44 mag bang stick similar in design to the one you have. The center part had 2 orings to secure it to the outer sleeve. I recall reading an article in a 1970's dive magazine in which the author described how he had a hard time loading a bang stick. The author tried all sorts of things to get the center portion with the cartridge back in. He either forgot to put the safety pin in or it fell out during the struggle with loading it and blew off a part of his hand when he forced the center back in. stay safe of and let us know how it works.

I did notice while examining it that I was inadvertently violating safety rules.
It was because it doesn't look like a gun so my brain could not compute.
