What's up with the Asians at VT?  Seems like he was going to start some shi!t.

I'm sure now more gun laws are going to be created because of this.  I bet he had a bump stock also.

I'm guessing he falls under this rule from the ATF prohibiting foreigners with non-immigrant visas unless they fall under an exception:

May a nonimmigrant alien who has been admitted to the United States under a nonimmigrant visa possess a firearm or ammunition in the United States?

An alien admitted to the United States under a nonimmigrant visa is prohibited from shipping, transporting, receiving, or possessing a firearm or ammunition unless the alien falls within one of the exceptions provided in 18 U.S.C. 922(y)(2), such as: a valid hunting license or permit, admitted for lawful hunting or sporting purposes, certain official representatives of a foreign government, or a foreign law enforcement officer of a friendly foreign government entering the United States on official law enforcement business.
[18 U.S.C. 922(g)(5)(B) and 922(y)(2); 27 CFR 478.11 and 478.32]


This one is interesting, seems to contradict the shooting ranges in waikiki that cater to tourists.  Unless this is targeted to those that rent a gun and shoot it elsewhere.

Can an alien who enters the United States on a nonimmigrant alien visa rent a firearm for lawful hunting or sporting purposes while in the United States?

A nonimmigrant alien that possess a valid hunting license from a State within the United States or falls within any of the other exceptions or exemptions that allow nonimmigrant aliens to possess firearms may rent firearms to hunt or to use at a shooting range.

^ shooting range in waikiki is supervised.  Cannot loan out pistols without the owner there right?

Cannot rent a longarm if you're not eligible to own one i thought.  I can let my friend borrow my 10/22 to go range, but not if he's a criminal (or in this case non immigrant alien).  That exemption is going to be pretty narrow, seems like a catch 22.  How can someone prohibited from possessing a firearm legally possess a valid hunting license?

Possession is illegal, supervised or not.  So under the letter of the law its illegal .

The Waikiki ranges have the guns attached to chains/cables to prevent them from being pointed in an unsafe direction or removed from the range.  I would say if your gun is attached to a leash fixed to the counter, you don't have possession.

I've not been to them, but that's what a friend who did go told me.  I've also seen pictures on the Web.  We all know, they can't put anything on the Web that isn't true!   :geekdanc:

Seems like its one of those hpd dont enforce. But the attachment is more so they dont commit suicide, or make it more difficult from what i was told.

A. It shall be unlawful for any person who is not a citizen of the United States or who is not a person lawfully admitted for permanent residence to knowingly and intentionally possess or transport any assault firearm or to knowingly and intentionally carry about his person, hidden from common observation, an assault firearm.

It makes sense to chain the firearms up. Waikiki has a fair amount of suicides.  And the japanese aren't exactly familiar with firearms handling nowadays.

gee whiz, at one of the local stores here on Oahu, when they have a sale, guys are borrowing the hand truck left-and-right to load the cases of purchased ammo into their cars.  That's 5 cases?  If it was on sale (like Black Friday or something like that), that description might fit more than one of us, huh?

what if it was just 22LR?  I don't know what he had, but the term "Assault Rifle" if used pretty liberally by the press to apply to damn near everything, especially if it's black, and coming from CNN.

maybe not, I don't have enough details.
