Deconstruction: 9mm-147 Subsonic JHP Military Contract

I happened upon a box of military contract 9mm-147 grain Subsonic JHP so I was curious to know what that was all about. Obviously it could not be used for battlefield distribution since that would violate the rules set forth by the Hague convention of 1899. So who ordered these? I do not know.

Headstamp: FC89
Lot FC89-H001-007
Projectile: Conventional looking Jacketed Hollow Point with sealer
Projectile weight: 147.8 Gr.
Powder: 3.8 gr. fine grain flat ball
Primer: gold colored flat crimped pocket

Velocity: 846 fps
St. dev.: 17 fps

do you have any guesses as to the type of powder (or whatever is closest commercial equivalent)?

3.8 to 4.0 cfe with xtreme 147 HP will do it.

Good question. Never did bother to shoot paper. Maybe next time.
Speed and weight is very similar to ordinary 38 special.
