Selling pistol to my cousin ...

So my cousin (and myself), have started to the process for me to sell one of my pistol's to him. We're in the 2-week waiting period at the moment. I know that I have to sign the back of his permit to acquire once he picks it up.

Question:
- Do I need to make him fill out an ATF 4473 form? If so, where am I supposed to send it?
- What address do I send my copy of a notice of transfer to inform HPD that he is the new registered owner? or which window at HPD do I turn it in to? (as there is currently two)

1.  No. The ATF Form 4473 is only for FFLs to file on firearm sales.

2.  If you both go to HPD after his permit is ready to pickup, you can sign the permit, notify HPD, hand him the pistol, and he can register it, all in one trip.

Remember, he can't register the pistol without showing it to HPD, and you can't let him have it until you sign the permit.  So save him another trip.  Go with him, and you don't have to send written notification of transfer.
