I will be filing open requests with the Honolulu police department with the hoping of getting a better understanding of how HPD applies state laws.

Dear Honolulu Police department

Under the Hawaii Open Records Law § 91-1 et seq., I am requesting an opportunity to inspect or obtain copies of public records that show : The Honolulu Police departments Policy’s for denying a Firearms application on the basis of a medical condition.
Including but not limited to:
What known medical conditions exclude firearms ownership/permit applications.
How new medical conditions are added to that list.
Who determines which medical conditions prevent ownership/permit applications .
How medical conditions that prevent ownership/permit applications are confirmed.


If there are any fees for searching or copying these records, please inform me if the cost will exceed $20  However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of how medical denials are made with regards to firearms.  This information will be made freely available for public informational use via digital communication methods. This information is not being sought for commercial purposes.
 
The Hawaii Open Records Law requires a response time within ten business days.  If access to the records I am requesting will take longer than ten days, please contact me with information about when I might expect copies or the ability to inspect the requested records.
 
If you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

Is it possible to add in clarification on the medical cannabis issue with regards to being denied permits and having firearms confiscated?

I contacted Ballard's office after she announced they would be reviewing the policy. I was directed to her secretary, who claims they do not have any public memorandum available, yet also claimed there is supposedly a departmental memorandum that they won't make public.
