Saw it this morning.  Said he started the 14 day waiting period and the background checks (RAPBACK, but didn't mention specifics).

So my question is, when was the 14 day wait implemented?

IIRC the commercial said he started the 14 day waiting period.  And something about a federal background check (RAPBACK).  I was half awake, but this woke me up.

I saw his commercial. It said he was the governor that started the FBI background checks.
