If that ninny is still in the national guard me wonders if she could be bought up on charges under the UCMJ (not familiar with national guard policies). My guess is if she said that while in uniform then yes but otherwise probably no. 

I to am not familiar with the UCMJ, but I thought that even if out of uniform, military personal cannot talk against the CIC.  They lose that 1st amendment right when they sign up.

Keep in mind,  typically less than half of Hawaiians eligible to vote, vote.
So she gets 80% of less than half.  That is WAY less than a majority of the voters.
At best she gets 1/3 of the people to support her.  In my world that is called an oligarchy.
