Do you or your spouse have citizenship there? If so, should not be an issue to jump through the legal hoops.

If not, and if you don't fall under a military or other exception, no can do.

Foreigners are not allowed to own or carry a gun here in the Philippines, thus they cannot apply for a gun license.
This is according to President Aquino’s Republic Act. No. 10591, or the “Comprehensive Firearms and Ammunition
Regulation Act”.
 
R.A. No. 10591 states that “only qualified Filipino citizens have the right to self-defense through the use of firearms,
under certain circumstances”.

We are really an extension of the RP and are not Americans.

Japan is worse. While I was stationed there for 14 years, I went thru the process to acquire a shotgun to shoot trap and skeet with. Started the application process in 72 and FINALLY got the ok to purchase in late 74. Renewal was every 2 years, much easier but still a pain. Being in the military I was under SOFA but have no idea if gai-Jin can apply or what the rules are today.
