Comey and Lynch were giving out immunity agreements to pretty much anyone they interviewed, including the sysadmin who deleted the backups of Hillary's illegal server MONTHS after they were subpoenaed.  That guy has yet to testify before Congress or anyone else.

The purpose of subpoenas is to immunize smaller players so they will testify or provide evidence against the bigger criminal/s.  The fact that nobody in that entire investigation was ever charged with a crime tells us immunity was not being used as intended.  They were being used to shield bad actors to protect Hillary from them should they become witnesses against her.

The FBI also let Hillary's lawyers, Cheryl Mills and Heather Samuelson, attend Hillary's FBI interview, even though they were both witnesses in the investigation.  FBI Lawyer Lisa Page, the infamous lover of Trump-hater Peter Strzok, testified that everyone in the FBI legal offices were 100% against it.

We all at the FBI disagreed with it. And I recall both lawyers for the FBI calling to — calling over to the
prosecutors, and I am certain that [Peter Strzok] called over to prosecutors to say, ‘This is BS.’ I’m sure
that is probably how he would have phrased it, like ‘Why are they attending?’ And the answer that we
received back then was that they did not have the — they didn’t see a legal basis to exclude them from
the interview because Secretary Clinton was representing them as lawyers.
