How should we approach this epidemic? Background checks? Number of swords one person can own? Length of sword? Weight? Defining an "assault" sword?

Two idiots, fighting over a used cart that was thrown away and you can probably buy brand new for 150 bucks.  The unarmed man risking death or serious injury and the black man with the sword risking spending a few years in prison if he killed or seriously injured the white idiot.  Darwin awards to both.

I just bought another one of those dump carts
was just under 90 bucks on amazon
they are quite good and sturdy
I replaced one I had for almost a decade
