Correct me if I am wrong but the DOJ isn't making law here they are just putting forth recommendations that would still need to go through congress to become law.

You are correct, these are,"guidance documents"  https://www.justice.gov/opa/press-release/file/1012271/download

That link above is a memo submitted by Jeff Sessions which outlines the new guidelines for submitting "guidance documents".
My main fear is a knee jerk executive order, I haven't read the packet so I can't  comment on what's in it but the fact that there is an attack on our second amendment rights coming from all directions has me very worried.

What could Trump executive order though? Obviously he couldn't eliminate the 2nd amendment. He could redefine some technical aspects  but how much difference could he really make there?
