"Homeless Outreach Specialists?" As opposed to "Outreach Specialists for the Homeless?"

There's validity in trying to make your department, at least for the street Cops, mirror the demographics of the population. Relating to the public is important for crime prevention and conflict resolution.
Unfortunately, the lawyers have a huge say in how Cops must conduct themselves. It often leaves much to be desired. How would you like it if everything you did at work had the potential to land you in front of a review board or judge because an "upstanding member of the public" decided to file a slew of complaints with no real basis in the truth?
The bodycams not only keep Cops more in check, but they also protect them from false allegations of sexual misconduct, excessive force and other lies. If the Cop reads you your rights, and you swear he didn't, the video should resolve that kind of accusation pretty fairly.
I really get tired of seeing people bash "the Cops" when we all know it not every single Cop that's the problem.
Name one government organization that's been 100% scandal-free, and I'll concede the point. Until then, pretending the police department is represented in total by the few who make the news is lazy and dishonest.
