Dear Valued Customer,

Hesco Armor’s Model 3610 was extensively tested before its release and has been re-tested many times
after its May 2014 NIJ Level III Certification. The 3610 has consistently proven to be a reliable design, including
passing an NIJ Follow-up Inspection Testing (FIT) surveillance audit in April 2017. NIJ requires such FIT tests
every two years for ISO-Certified plate manufacturers like Hesco Armor.

An NIJ Level III FIT requires two sample plates. Each plate must defeat six rounds of 7.62 x 51mm – M80.
During the 3610’s latest NIJ surveillance audit conducted on April 22, 2019 one sample plate experienced a
single complete penetration on the fifth of six shots. There were no other complete penetrations with the other
five shots. Moreover, the other 3610 sample plate passed the six-shot FIT without issue.

We expect that NIJ will suspend this model as part of its normal protocol. Accordingly, until the matter is
fully investigated and resolved, Hesco has ceased shipping the 3610. A technical analysis is underway to
determine the root cause of this FIT failure. Hesco will keep you fully informed as we learn more.

NIJ Safety Notice #01-2020

EFFECTIVE DATE: January 7, 2020

SUBJECT: Hesco Armor, Inc., model 3610

The National Institute of Justice (NIJ) hereby advises the following Hesco Armor, Inc. ballistic-
resistant body model 3610 have been permanently removed from the NIJ Compliant Products List
due to unresolved safety concerns.

Any armors with this model designation should be replaced as soon as possible.

NIJ encourages law enforcement and corrections officers to continue to wear their body armor until
it is replaced. Wearing armor that may have reduced effectiveness is better than not wearing any
armor.
