I can't find a news article with more details about this part of the investigation but on HNN Sunrise Steve Uyehara just said one of the people in the truck was detained on an ammunition charge.  What could that charge be?  Are there transport rules for ammunition?  Or felon in possession of ammunition is prohibited?

I've never really thought about driving with just ammunition.  I've gotten a ziploc bag of extra from friends and just driven home with the bag on the front passenger seat.  Bought boxes of stuff before and same just drove home with it in a plastic bag on the seat.  Sold some before and took it to work, left it in my trunk, then drove to meet the buyer.

Hawaii considers ammunition the same as a firearm.  Yes it is stupid but what do you expect from our lawmakers.
Buying ammo and taking it straight home should not be a problem if you got stopped along the way.

it's an add-on charge
places to keep and carry applies to firearms and ammunition
basically, you are not likely to get busted for just ammo, but if used in a crime, they can add it on

The ammo issue in the law is (supposedly) based on the assumption that if you have ammo, you very likely have the device to use it, too.  So, if they can't find the gun, they'll still get you for the ammo if they find that instead.

A resident of Washington, DC, was arrested and faced 2 years in prison for having a single live shotgun shell which was a dud that failed to fire and a single spent .270 cartridge (empty brass) which were found during a raid of his home to look for illegal firearms.
