I have been to Oakland quite a few times prior to 2012, after which I refused to step foot in the cesspool known as Commiefornia. 
My MIL lived there till she passed last year.  Oakland is a shithole and can burn to the ground for all I care.

IIRC, a majority of the constituents of Mad Max Waters are convicts and/or have arrest records.   if Oakland (likely) is the same, no surprise they try to shield the population from the repercussions of their criminal lifestyles.

Statute of limitations are up.
I've done drunk driving at 120MPH
on a motorcycle in Oakland 1975.
It is not a good city for most white/Asian people
unless you live in the gated hill side communities.
The place is a sewer.
Any place run by Democrats  will evolve to be
this same way.  I won't live long enough but
Honolulu is on the same track to be a
sewer.
As Honolulu does, so does the rest of the state
That is called "Democracy".
We were supposed to be a "Republic".
