Honolulu is being fined by the EPA constantly for not complying with runoff pollution. Most of it is Honolulu's fault. Our community (Probably mostly the homeless) pollute our streams with crap and the City/County does nothing about it until the EPA threatens to fine them. When it rains all that pollution runs out to the ocean. Honolulu does a pretty good job of maintaining their project sites and keeping runoff from getting into the sewer/ocean. If the City/County was more proactive and kept the streams clean by cleaning them regularly, we probably would not need to raise taxes.

I worked on the Pearl City Viaduct repair and widening. There was one area under the viaduct where a stream ran. Along the shores was so much trash from when the streams become full with rain water and then recedes that we literally had to clean up the trash before we could get to the shore of the stream. It had not been cleaned out for years it appeared. And there were plenty of abandoned homeless encampments under there as well.

"Utility fee" is what we used to call "tax".

Watch for more newspeak as our politicians get more desperate for money to fund new feel-good projects and older mismanaged projects.

It's been a while since I worked on a project that directly dealt with this in C&C or State jurisdiction, but it is my understanding that they already have this in place.  There's already stormwater management and the C&C and State are responsible by Federal laws, which includes (or at least used to) laws that individual property owners are responsible for handling stormwater on their property.  Not supposed to just drain or collect & dump onto public property.  Are owners cited and/or fined when they do?  I've heard that it's rare.  Anyways, why should we pay more for a job that the C&C and State were supposed to be doing all this time?   :grrr:

For Honolulu county, knock yourselves out!
Hawaii county has a lot of people that live on rainwater, AKA catchment.
I have 34,000 gallons of it. That is my only source of drinking and cooking water.
Honolulu guys trying to tax that will find a lot of resistance down here.
