I sent an email to the contact address on the OPALA.ORG website. Got a call from the assistant director there this morning.
After confirming some details, he called the same number I did yesterday, and he was told they are accepting residential dumping.

He said he even used his non-work cell so they didn't know he was calling from the office. I guess he anticipated they might have a slightly different answer for the city & county that pays them lots of money to be open than they might have for the public.
Can't say enough good things about this guy, Kelly. I never expected to have my complaint answered so quickly or for the problem to be resolved in less than a day.

I know the person I talked to was clear about having turned people away trying to drop off green waste Saturday and Sunday. Nothing in the conversation could have possibly been misunderstood, so it's odd they told me what they did.
I even gave Kelly the phone number I called directly from my RECENTS list on my cell phone. So, there's little to no chance he and I called different facilities.
Weird.
