If they have to pass a bill to say fund the government.  Both sides have to agree or we get a shutdown.  So hence force them to work together.  IF they want to pass any bills both sides need to agree half way.  Unless they plan on doing nothing for the next 4 years.

please explain current or your proposed senate/house rules that would make this so...

Hopes and dreams.

Easy to be an "expert" and know everything when sharing your opinion.  Once one is involved in actually executing, it changes.  At least it changed my perspective.  But, eh, the world still needs "good idea fairies".  Because, I KNOW the world is a good place, and people are good.

hope and change worked once before
oh, wait, that was only change for the worse...

Or how about we expect them to do their jobs...

Nah, that would be too easy.  Anyways, seriously though, what you mentioned isn't a new concept.  Look what happens when there's extended delay on CRAs, it's typically not in election years.  At least prior to 2016.  Congress "magically" passes something when their asses are on the line.  Then when it isn't on non-election years, bickering, grandstanding, etc all while they are getting paid, and the rest of America hurts.  Nothing new and will continue, because the rats are guarding the cheese.

Have Congress pass legislation that makes them actually accountable?  Yeah, great in theory.  Again, if you want to give it a shot, by all means. . .

Meh I didn't think obama was that bad.  Not sure why everyone hates him.  He didn't ban guns or anything democrats normally do.  Also I'm not against obamacare.  Other than that he didn't really do much good or bad.

wtf?  Are you swiping some laughing gas?  You don't need any more rules.  That's literally how it works.

If you want a bill passed and your party controls the house.  And the opposing party controls the senate you have to edit the bill to a degree that the opposing party lets it pass, most likely by putting things they agree on it in.  Both sides get a little of what they want.  The magic of cooperation and bipartisanship.

This post alone proves how well the MSM has programmed you.

If you really think Republicans want dirty air and water and only Democrats want to increase spending, you're 100% delusional -- or just plain ignorant.

Also, stop wth the "I think" opinions.  What you think doesn't matter.  Only the things which the facts support matter.

Ok please list the great accomplishments.  I will comment on them all. FYI if you main one is the courts I already commented on that thoroughly.
Quit being a lazy bitch and fucking Google it yourself! Cut and paste the list and comment on the 50 or 100 accomplishments right here in this thread. Go ahead and do it. I dare you. I know you won’t.

I find it even more hypocritical or should I even say you are a liar for someone who plainly states you are someone who claims to look at all sides of things and makes an educated decision, then why the hell don’t you know about all of Trumps accomplishments? If you truly looked at all the good he has done, then you should not even have to ask me to post them here. You already know what they are. But since you obviously do not then you really have not looked at both sides of Trump to determine who to vote for. You think you already know. But you obviously don’t. I’m done trying to discuss things with a liar.

You probably wouldn’t say that if your child’s healthcare premiums sky rocketed by 300%.

First on google.

https://www.frcaction.org/accomplishments

All these accomplishments for useless religion stuff.  And desperation to ban abortion and freedom.  Oh yeah he did sooo good much benefit for me and my life.

https://www.businessinsider.com/trump-biggest-accomplishments-and-failures-heading-into-2020-2019-12#accomplishment-tax-reform-3

Less partisan article.

I'll give trump space force, that was pretty decent thing to do.
Killing Isis was good, but not something only trump could of done.
Reshaping justice,  is a huge pro and con.
Taxes,  I pay like a tiny bit less.  Barely enough to buy a decent gun.  While rich people got a huge cut.

So far not really adding up to amazing trump his accomplishments outshine the failures.

I didn't see that,  I know people who saved.  People who got insurance who didn't have.  I've seen much more positives than negatives.  Also I didn't pay a penny more for my private plan.

Could say the same for you and [insert far right news].  I don't even watch the news much less MSM.   I am anti fracking, anti expanding oil, any relaxing environmental regulations.  Please prove how republicans are trying to protect the environment.

and yes Democrats spend too much money.

You probably wouldn’t say that if your child’s healthcare premiums sky rocketed by 300%.

And if your job as a computer programmer went away, and all the jobs being "created" by Obama's policies were minimum wage.

And the ACA caused your employer to lay off people to get below the "must provide health insurance" number of employees.

And the ACA caused your employer to drop all minimum wage workers to part time so he's not required to offer healthcare insurance.

And the ACA forced you off your individual, self-employed insurance policy, only to then offer an ACA exchange policy with $400/month premiums, $9,000/year deductible, and co-pays that average $500/month or more if you use healthcare for chronic treatments.

Obama promised a $2500 per family per year reduction in healthcare costs under ACA.  When he finally had to face questions about this lie, his response was, the people complaining just weren't smart enough to understand the context of his comment.

Quote
When it came to health care premiums for the typical family, Obama said he would cut the annual cost
by $2,500. Months before Obama took office, a New York Times reporter dubbed it one of the most audacious
pledges of the campaign.
...
In our search for evidence that the law might reduce the typical family's premiums, we contacted the Department
of Health and Human Services, the federal agency implementing the law. The department could not provide proof
that the average family would see a reduction, much less a $2,500 reduction.

My kaiser plan went from $120 a month to $400 thanks to barry. And i had to choose a new plan that had higher copays.
