The community/ neighborhood probably complained.

Not sure if you remember,  but at one point the state actually shut down/ closed the trail.   When the community complained,  they caved in to the pressure and re opened it. 

When someone gets hurt and sues the state,  maybe they'll close it down,  then it'll turn more into a stairway to heaven kinda thing

The group doesn't want improvements to the trail? ???

the project was to remove the structures, not fix the trail
the group was not involved in the plan, so they complained
they have more clout than we do...

so if someone gets hurt or killed by deteriorated structure they sue City or State or Kokonutz Koalition?

What they said on the news last night is it's to bring in "experts" to take a look at the "historical" aspects of the trail.
