That's pretty much how it's been going down. You both get on the site at the same time. It's not 100  %. Some guys got scooped even when they was on the sight same time.

They also mentioned that they are considering penalties for people who make multiple appointments and do not keep them. They have been getting a lot of complaints from people about the difficulties to even get an appointment. So they are monitoring cancelations and no shows to see if there are people who are making appointments just to make them and bog down the system.
Which could be a good thing.
Gun haters might be just trying to prevent others from getting a permit by taking all the appointments.

The problem with that "investigative plan" is it's too easy to make bogus email accounts and VPNs. There's also the free WiFi hotspots and Internet stations people can use for free (libraries, etc).  If someone wants to be anonymous online to avoid being caught creating appointments with no intention of using them, it's not that difficult.

Just got off the phone with HPD and they stated that any changes to an appointment like swapping? Both parties need to be on site to verify the appointment swap. So even if you agree with another party here on 2A both individuals need to still make it to the station to do any swapping of times for permits or registration.

The system used to show your cancelled spot immediately, but I tried to give my brother in law my appt last week, cancelled at 3 am, but nothing showed up.

So last night 08/24/2020 at 7:39pm, I was the one who cancelled the permit to acquire appt on Sept 3rd 1pm. Was meant for 6716J but I knew cancelling the appt comes with the risk of anyone whose also looking for appt online and the fastest to click "submit" after filling the infos is bound to get it... With it, it's safe to say that the scheduling we made so far might be, at the time of two person swapping schedule and we were fast enough and lucky to get the released schedule. Until there is an abundance of open schedule, This is how it's going to be In these times when scheduling an appt is hard to come by. 

I tried to cancel an appointment the day of, and give it to a friend. The system wouldn't let me. Maybe there's a cutoff if your too close to your appointment? I don't know these fakas.

I think we should take in to consideration some factors of "why" like slow internet,no internet,hanging,freezing,etc just maybe coz I had no problem cancelling mine last night.
Also a Newbie like me here, cancelled last night his appt for today, was meant for me and I got it.

Line 2: Mandatory waiting time before issuing your approved permit to acquire w/c is 14 days.                        
Line 3: After 14 days waiting period you have 6 days to pick up your approved permit. Dates are shown when to pick up your permit.  If you don't pick up your permit within 6 days, it will be voided, and you go back to hunting an Appt for permit to acquire.                     
Line 4: Dates that your permit is valid to use. These dates should also be your Appt to register.   You pick up your permit on a day in Line 3, then the compatible Appt to register should be on Line 4.
