Does the law say you have to register a newly acquired firearm before you are allowed to sell it? I don't think so.
If you buy a gun legally, then I say you can turn around and sell it legally without registering it. I don't see how they can refuse to issue a permit for the second transfer. If the buyer gets a permit, then the transfer is legal.
They've tried to tell people they can't take a new gun to the range until it's registered, too. Bull Hockey!
I'm not a lawyer, but if I were you, I'd INFORM HPD (not ask them) that you are going to sell a newly transferred gun you own which hasn't been registered in your name yet. Ask what they need to make that process run smoother. They may offer an exception and let you come register right away. That's an option. Hopefully they figure that out.
Nothing they require should delay your buyer from applying for a permit to acquire (assuming you're selling a handgun). As long as the person you sell it to gets a permit, it doesn't matter who the registered owner is in their files. Permits and Registrations are two separate systems with two different purposes.
