HC is available for a variety of conditions. One being not being able to walk a certain distance. My dad used to have one and he was mobile, just not very far before needing a break. City Mill has lots of useful household items.
I think people are getting their physicians to get them the placard as well as those using the placards that are for family members. You're supposed to have the person who the placard was issued to in the car with you, and IIRC there's a hefty fine if not. Enforcement is a different story. I never really noticed until my dad got the placard and there were times when we needed a wheel chair to take him around and started noticing more those who were in the HC stalls. I wouldn't call out anyone as I mentioned above that there are many conditions that warrant where people seem fine. Never can tell, but there are times when I'm 99% sure folks are abusing.

Only is used when she is in the car.

I keep two canes in my truck if
I'm having a "Bad knee" day.
I agree there is a lot of abuse
of the system.
I also have no problem pulling up to the front of
a store and letting her out and then go
find a place to park, and then pick her up the same way.
I have seen people do the same and unload
a wheel chair put the disabled person in it.
and then go find a parking spot.
Reverse the process when done shopping
Most everyone will not complain about that.
