Home Depot and Walmart have flip-flopped on their mandates for customers wearing masks.
At first they said no exceptions. Then they came back and said they would not be denying customers not wearing masks access.
Legally, they can't force anyone to wear a mask who has a health condition that prevents it.
Also, they can't legally bar people without masks who have a health-related reason from shopping there.
Third, they can't ask customers what the nature of their health-related problem is.
Basically, the law prevents them from refusing service to people with disabilities, and they can't enquire as to the nature of the disability. Hence, any mask rules are unenforceable.
If the state continues down this path, they will be violating the law as well. I believe the original 60 days for the emergency order was up some time ago. Unless the legislature continues these restrictions via actual legislation, the mayor and governor are way out of bounds trying to enforce them.
